What is the Lakshmi Bhandar Scheme ?

The Lakshmi Bhandar Scheme is aimed at providing financial support to households in West Bengal. It ensures a monthly income support of Rs. 500 (annually Rs. 6,000) to General Category households and Rs. 1,000 (annually ₹12,000) to SC/ST Category households. This financial aid accounts for 10% and 20% of their monthly expenses, respectively. The money is directly deposited into the bank accounts of 1.6 crore female heads of families in West Bengal, including those from the SC/ST community.

For General Category households, the income support excludes those with at least one tax-paying member (42.30 lakh people) and those who own more than 2 hectares of land (2.8 lakh people). The annual budget for this scheme is approximately ₹12,900 crores.

The Lakshmir Bhandar Scheme’s objective is to provide financial assistance to adult women in every household in West Bengal. This initiative, supported by the honorable Chief Minister, aims to empower economically disadvantaged women, making them self-reliant. It also ensures that unmarried girls living in their paternal homes are not dependent on others. Furthermore, the scheme addresses the challenges faced by individuals engaged in domestic work who may not have the opportunity to seek employment outside their homes.

Under this scheme, the state government offers Rs. 500 per month to the female head of general category families and Rs. 1,000 per month to the head of SC/ST families. Objective of Lakshmi Bhandar Scheme:

The primary aim of the West Bengal Laxmi Bhandar Scheme 2023 is to provide essential income support to female heads of households, enabling them to manage their day-to-day affairs independently. This initiative is intended to enhance self-reliance and strengthen the state’s economy.

Benefits & Features of WB Lakshmi Bhandar Scheme:

  • Financial assistance of Rs. 500 for women of the general category, and Rs. 1000 for women of SC/ST category.
  • Supports women in meeting their day-to-day expenses.
  • Covers 1.6 crore beneficiaries in West Bengal.
  • Direct transfer of financial aid to beneficiaries’ bank accounts.
  • Eligible citizens can apply, except those with permanent or government jobs.
  • Total budget allocation of Rs. 12,900 crores for successful implementation.

West Bengal Lakshmi Bhandar Scheme Eligibility Criteria:

The WB Lakshmir Bhandar Scheme aims to assist 1.6 crore families in West Bengal during the Covid-19 pandemic, especially in rural areas where livelihood opportunities have diminished. However, considering the strain on the state’s finances, the government is planning to establish eligibility criteria based on family income to manage the number of beneficiaries.

To benefit from the WB Lakshmi Bhandar Scheme, applicants must meet the following criteria:

  • Families with at least one taxpayer member are ineligible.
  • General category families with more than 2 hectares of land are excluded.
  • Applicants must be residents of West Bengal.
  • Families from SC/ST categories are eligible to apply.

Implementation of WB Laxmi Bhandar Scheme:

Due to financial constraints, the West Bengal government cannot make the Lakshmir Bhandar Scheme universal like Sabuj Sathi or the old-age pension. Including all 2.5 crore families in the state would result in an annual financial burden of over Rs 20,000 crore. To ensure smooth implementation, the government is contemplating the introduction of eligibility criteria for women to receive monthly support.

The state might need to reallocate funds from certain departments to support the Lakshmir Bhandar scheme, as significant reductions in departmental allocations are not feasible. Additional sources of funding are also being explored.
